What You Need to Know About Ho'opili, Koa Ridge, Ka'ulu, and Kekainani
If you have been house hunting on Oahu, you have probably noticed something. The resale market is tight, prices are competitive, and good inventory does not sit for long. That is exactly why so many buyers are turning their attention to new construction.
Oahu is in the middle of one of its biggest development waves in decades. Entire master planned communities are rising across West and Central Oahu, offering brand new homes with modern floor plans, energy efficient features, and none of the deferred maintenance you find in an older resale. But buying new construction on Oahu works differently than buying resale, and it helps to have a guide who understands the process, especially the lottery system most of these developers use.
Here is a breakdown of four of the most talked about new developments on the island right now: Ho'opili, Koa Ridge, Ka'ulu, and Kekainani.
Ho'opili, Ewa Beach


Ho'opili is D.R. Horton's massive 20 year master plan in Ewa Beach, eventually bringing close to 12,000 homes to West Oahu. It is one of the largest developments the island has ever seen, and it is designed as a true community, not just a subdivision. Plans include five new schools, a college and university presence, community gardens, soccer fields, a dog park, and miles of walkable, extra wide sidewalks.
What makes Ho'opili unique is the sheer variety of product. Depending on the phase, you will find:
- Single family homes, some with accessory dwelling unit options
- Townhomes and condominium style flats
- FLEX homes with ground floor commercial or work space potential
- Plantation style homes
- Multi generational floor plans
Recent 2026 releases have ranged from around $487,000 for attainable townhome style condos to over $1,000,000 for larger single family homes, so there really is a price point for most buyers here. New phases release on a rolling basis, roughly every one to two months, and homes are typically sold through first come first served rather than a lottery system.
Koa Ridge, Central Oahu

Koa Ridge is Castle & Cooke's newest master planned community, located between Mililani and Waipio near the Costco off the H2. Castle & Cooke built the original Mililani community decades ago, so they know how to build a town, not just houses. Koa Ridge is being marketed as a "surban" community, blending suburban space with urban convenience, connected by the 7.5 mile Hoala Trail.
The development will eventually include around 3,500 homes across single family detached homes, condominiums, and townhomes, plus a future healthcare campus, elementary school, business park, and retail village. Pricing varies quite a bit by neighborhood within Koa Ridge. Affordable townhomes through the Keolu neighborhood have started in the $480,000 to $650,000 range, while market rate single family neighborhoods have ranged from the low $700,000s into the mid $1,000,000s depending on the release.
Koa Ridge also has a nice environmental touch. For every home sold, Castle & Cooke plants a koa tree in a native Hawaiian forest.
Ka'ulu, Kapolei
Ka'ulu is Gentry Homes' community nestled between Kapolei and Ewa, near Kalaeloa. It is a great option for buyers who want a more traditional single family feel with a smaller, tighter knit development compared to the scale of Ho'opili or Koa Ridge.
Ka'ulu homes come with efficient central air conditioning, open cell insulation, low E dual pane windows, digital thermostats, LED lighting, and an overall Energy Star rating, which matters a lot here given our utility costs. Some Ka'ulu units are reserved for eligible first time home buyers through a reserved housing program, so this is worth exploring if you are purchasing your first home. Location wise, you are close to Kapolei High School, Ka Makana Alii for shopping, and easy freeway access.
Kekainani, Ewa Beach


Kekainani is a different animal entirely. This is Haseko's luxury oceanside community within the Hoakalei development, perched above Oneula Beach in the Kuapapa neighborhood. If Hoopili and Koa Ridge are about attainable, family friendly master planning, Kekainani is about executive level, resort style living.
Floor plans here range from roughly 2,800 to over 4,100 square feet, with recent pricing running from the mid $2,000,000s up to $3,455,000, and some remaining Kuapapa lots priced from around $1,500,000 and up depending on release. Residents get walkable access to the Hoakalei Country Club, the Boardwalk, Wai Kai restaurants, and Oneula Beach Park itself. This community tends to attract move up buyers, second home buyers, and clients relocating from the mainland who want a resort lifestyle without leaving Oahu.
What Buying New Construction on Oahu Actually Involves
A few things surprise buyers who are used to the resale process:
Most new phases sell through a lottery or first-come first-served. You typically need to be pre-qualified with a lender before you can apply, and being selected does not guarantee your dream floor plan or lot, just your place in line for that release.
Pricing moves phase to phase. The same neighborhood can release homes at a noticeably different price point just a few months apart, so timing and staying on top of upcoming releases really matters.
HOA and community fees vary widely by product type. Single family homes in these communities often carry lower monthly fees than townhomes or condos, so it is worth factoring that into your true monthly cost, not just the purchase price.
You do not pay more by using a buyer's agent. The developer's sales team represents the developer, not you. Having your own agent in your corner during a lottery process, at the model home walkthrough, and through inspection and closing does not cost you anything extra, and it means someone is looking out for your interests specifically.
